Globex provided technical services to the previous and current owners of the facility since 1997. Flagler Development is the current owner of facility, which is a 400+ acres construction and demolition debris (C&D) disposal facility. The scope of work performed by Globex at the facility are, as follows:
Routine Landfill Regulatory Compliance Monitoring
- Semi-annual ground water monitoring, including coordination of sampling events with the analytical laboratory, review of sampling data, preparation of monitoring report, forms and ground water contour maps; and
- Biennial water quality monitoring report preparation, summarizing the results of the four most recent ground water monitoring events.
- Routine maintenance of ground water monitoring wells, including abandonment and replacement of damaged wells, redevelopment of turbid wells, and installation of protective casings and concrete pads around existing wells.
Design, Permitting, and Construction Services
- A design of the final cover system was prepared for the C&D disposal area. The final cover system was permitted by the Miami-Dade County Department of Environmental Resource Management (DERM);
- Construction drawings, specifications, and contract documents were prepared for the bidding of the cover system construction;
- A prebid meeting was conducted with contractors;
- Bids were reviewed and analyzed, and the three low bidders were interviewed; and
- The successful bidder was notified and the contract was finalized.
Contamination Assessment
- Prepared a contamination assessment work plan and obtained DERM approval;
- Implemented the contamination assessment activities that included a geoprobe investigation to obtain soil and ground water samples for laboratory analysis; installation of assessment ground water monitoring wells; sampling of ground water and surface water for laboratory analysis; review of soil, ground water and surface water laboratory results; a sensitive receptor survey; a geologic/hydrogeologic study; and preparation of a contamination assessment report;
- Responded to DERM comments;
- Modified site water quality monitoring plan to incorporate new monitoring parameters and contamination assessment monitoring wells.
Miscellaneous
- Performed an investigation to characterize stockpiles of recovered screen material (RSM) located throughout the site. The characterization included test borings and sample collection / laboratory analysis.
