Central Disposal | Pompano Beach, Florida, USA | Client: Waste Management

Central Disposal is a 500-acre regional landfill with a waste flow of approximately 10,000 tons per day.  The landfill is located in northern Broward County, Florida, and is owned and operated by Waste Management, Inc.  Globex has performed numerous projects at Central Disposal since 1998.  A list of general projects performed by Globex at Central Disposal is presented below:

Design and Permitting – Landfill
Geotechnical/hydrogeologic investigation; permitted a lateral/vertical expansion of the landfill; vertical expansion to existing C&D landfill; C&D landfill over unlined Class I landfill; Class I landfill entirely overlying an existing unlined landfill; base grade modifications; final cover system modifications; alternate procedures; and construction/operation permit renewal.

Design and Permitting – Landfill Leachate
Permitted revisions to leachate collection system; direct connection of leachate force main to existing wastewater line discharging to POTW; new leachate force main alignment; design of booster pumps to improve pumping of leachate; and assisted in resolving issues with the wastewater line owned by the POTW.

Design and Permitting – Landfill Gas
Design of modifications to existing gas collection system; provision of technical services to improve existing gas collection system; prepared a site-wide record drawing of 350-well gas management system; permitted use of an open flare for destruction of hydrogen sulfide from the C&D landfill; and preparation of the methane gas migration monitoring plan for the entire facility.

Surface Water Management
Preparation of the storm water pollution prevention plan; NPDES permitting; monitored flow measurement devices; design and permitting (ERP) of numerous modifications to the surface water management system for the 500-acre facility; annual storm water embankment certification report; reported storm water discharges; and storm water management system planning.

Construction Related Activities
Preparation of phasing plans, construction drawings, bid documents, soil testing, provision of technical services, construction management and construction quality assurance services, and construction certification.

Compliance Monitoring – Water Quality
Semiannual ground water, surface water, and leachate monitoring, including coordination of sampling and laboratory analysis, evaluation of data, and reporting; installation of monitoring wells; preparation of a contamination evaluation plan; and quarterly compliance monitoring.

Compliance Monitoring – Landfill Gas
Surface emissions monitoring; hydrogen sulfide monitoring; semiannual Title V NSPS reports; annual operating report; Title V fee document; and annual compliance statement.

Annual Reporting – Landfill
Certification of facility licenses; closure and long-terms care cost estimates; annual remaining airspace report; and annual financial model.

Miscellaneous
Design of new entrance facility; dynamic compaction design; landfill planning; spill prevention, control, and countermeasures plan; permitted re-use options for dredge material; evaluation of incoming dredge material; and preparation of a compliance schedule.
