Globex has been providing consulting services at the Delta Homestead C&D Facility, a construction and demolition debris landfill and materials recovery facility, since 1999. The previous operator of the facility had purchased the site from a previous owner that had placed hurricane waste at the site. Contamination issues had been raised by the Miami-Dade Department of Resources Management (DERM). Globex prepared a vertical expansion application to obtain an operation permit for the previous owner. As part of the vertical expansion application, Globex performed extensive ground water contamination modeling and permitted a comprehensive operation plan and an updated ground water monitoring plan for the facility. Globex also permitted an alternative final cover system using RSM in lieu of soil. The vertical expansion was permitted and the previous owner operated the facility for 4 years. Globex also permitted a C&D recycling facility for the previous owner. In 2004, Waste Management signed an agreement with the previous owner to operate the C&D recycling facility and assist in the permitting of another vertical expansion to the landfill. Waste Management became the landfill and recycling facility operator following issuance of the second vertical expansion permit.
Globex assisted Waste Management to renew the landfill and C&D recycling permits. Globex also prepared environmental resource permits (ERPs) and Class VI (surface water) permits (Miami-Dade County requirement) for the landfill and C&D recycling operation separately. Globex also assisted Waste Management and the previous owner during the process of zoning approval for the proposed vertical expansion. The issue of contamination at the site was raised by DERM, the Zoning Board, and the Parks Department during the process. Globex performed extensive ground water contamination modeling to predict ground water quality at the site boundaries over the next 100 years and the impact of the enhanced final cover system, proposed as part of the vertical expansion, on the ground water quality at the site boundary.
Globex has been preparing routine semiannual and quarterly water quality monitoring reports for the facility since 1999. This work involves coordination with the sampling group and analytical testing laboratory, review of ground water and surface water results, and preparation of reports. Globex has also prepared biennial technical reports on water quality that summarize the prior two years’ data for the site.
