Globex was the consultant for the Florida Resource Management facility, owned and operated by Waste Management, from 1997 through 2004 when the operations were relocated to another location. Florida Resource Management was a material recovery facility, which handled up to 1500 cubic yards of C&D material per day. Due to the change in regulations, C&D recycling facilities had to establish a ground water monitoring plan. Globex performed geotechnical and hydrogeologic investigations at the site, installed piezometers to determine ground water flow, performed a slug test to determine the horizontal transmissivity of the upper aquifer and horizontal conductivity of the subsurface soils, coordinated for sampling and analytical testing of ground water samples, evaluated the initial ground water quality at the site, prepared a solid waste permit modification application, and permitted the required ground water monitoring plan.
Globex continued its services by performing ground water monitoring, including coordination of sampling and laboratory analysis, evaluation of data, and preparation of reports (semiannual and biennial) throughout the period of service. Globex also prepared applications for the renewal of the facility’s FDEP operating permit and Palm Beach County Solid Waste Authority operating permit, and prepared yearly closure cost estimates.
In 2004, when Waste Management decided to close the facility, Globex conducted all activities required by the FDEP to close the facility. The final closure report was submitted to the Palm Beach County Health Department in 2005.
