GLOBEX personnel became involved in the design and permitting of the Berman Road Landfill, located in Okeechobee, Florida, USA, in 1992. This 47-acre (19-hectare) regional municipal solid waste landfill was designed to accept waste from southern Florida. The landfill was later expanded to approximately 200 acres (80 hectares). The landfill containment system includes a double composite lining system and a geomembrane final cover system. The design and permitting activities completed at the Berman Road Landfill include:
Complete redesign (originally designed by a different firm) and permitting of an 8-acre (3.2-hectare) cell;
Complete redesign (originally designed by a different firm) and permitting of two leachate ponds;
Renewal of the facility's operation permit; design and permitting of four cells with a combined area of 13.9 acres (5.6 hectares);
Design and permitting for the expansion of eight cells with the initial combined area of 30 acres (12 hectares) to an expanded area of 47 acres (19 hectares);
Design of a surface-water management system for the 47-acre (19-hectare) landfill expansion project;
Design of a 50-acre (20-hectare) landfill expansion;
Design of a surface-water management system for future expansions;
Design and permitting of a waste tire processing facility; design and permitting of a surface-water management system for the waste tire processing facility; design and permitting of a Class III landfill;
Design and permitting of a surface-water management system for the Class III landfill;
Design and permitting of a 150-acre (60-hectare) landfill expansion;
Design of a cover system that includes an active gas collection system for the combined 200-acre (80-hectare) landfill;
Permitting of a gas flare system to dispose of landfill gas;
Obtaining a Title V permit for the facility; permitting a leachate evaporator system for the beneficial reuse of the landfill gas;
Arranging a pilot study to evaluate the performance of a treatment system based on reverse osmosis;
Performing two geotechnical site investigations including 33 piezometers and nine monitoring wells;
Preparing construction drawings for the development of each phase of the landfill;
Performing geotechnical and hydrogeologic investigation as part of a due diligence work for the purchase of the property;
Permitting Cell 4 with double composite lining system;
Performing geotechnical investigation for the permitting of Cell 4;
Permitting two leachate ponds with double lining systems;
Preparation of construction drawings for Cell 4;

Permitting use of a mobile reverse osmosis (R/O) system as a pilot study for treatment of leachate on site;
Review and preparation of data following a six-months operation of the R/O system;
Annual permit renewal for discharge of leachate at a publicly owned treatment plant in Dade County;
Preparation of quarterly report for the discharge of leachate to the publicly owned treatment plant;
Preparation of annual financial reports for the depletion value of the landfill;
Preparation and updating closure and long-term care cost estimates for the facility;
Preparation of construction drawings for Cells 11 and 12;
Updating closure and long-term cost estimate for the construction of Cells 11 and 12;

Reporting and resolving the issue of high levels of lead with the regulatory agency;

Preparation of as-built drawings of all upgrades to the gas management system;
Performing geotechnical and hydrogeologic investigation for a 639-acre expansion;
Permitting a 639-acre expansion to increase the total permitted waste disposal footprint to 833 acres;
Performing routine inspections at the facility to report maintenance matters that needed to be implemented; and
