Globex personnel have worked with the owner and/or operator of the Royal Oak Ranch C&D Disposal Facility since 1999 to resolve issues associated with unacceptable waste disposal, ground water flow direction, ground water monitoring, closure permitting, and final cover system construction.  The activities performed by Globex personnel for the Royal Oak Ranch C&D Disposal Facility are described below:

Routine Regulatory Compliance Monitoring

• semi-annual ground water monitoring, including coordination of sampling events with the surveyor, sampler, and analytical laboratory, review of ground water elevations and sampling data, preparation of monitoring report, forms and ground water contour maps; and
• Biennial water quality monitoring report preparation, summarizing the results of the four most recent ground water monitoring events. 

Design, Permitting, and Construction Services

• Design of the final cover system;
• Preparation and submittal to the FDEP of the closure permit application;
• Preparation of construction drawings, specifications and CQA Plan, and contract documents for the closure of the disposal facility;
• Conduct the pre-bid meeting used to describe the project and respond to contractor's questions and/or comments;
• Monitor the construction activities;
• Certification of the construction and closure of the facility; and
• Renewal of the closure permit.

Environmental Engineering

• Waste assessment to evaluate the waste placed in the disposal area;
• Soil sampling and analysis for contamination assessment monitoring;
• Ground water and surface water sampling and analysis for contamination assessment monitoring;
• Working with FDEP to determine appropriate locations for additional monitoring wells to better assess ground water flow; and
• Installation and continued monitoring of assessment wells as well as the preparation of a permit modification submitted and approved by FDEP to discontinue the monitoring of the assessment wells
